Legal Act: Law on Amendments to the Law on Deposit Insurance

According to the changes:
- The definition of the “Deposit” was expanded by adding “funds belonging to individuals received on the notary's deposit account “
- The list of unprotected deposits (deposits that are not subject to compensation to the depositor in the event of an insured event) includes funds exceeding 20.000 AZN in bank accounts opened by individuals with regard to entrepreneurial activities
- The amount of compensation for the insured deposit increased from 30.000 AZN to 100.000 AZN
- In order to support small businesses, the amount of compensation for funds in bank accounts opened by individuals in connection with entrepreneurial activities will be 100% of these funds (but not more than 20.000 AZN) – effective from 5 April 2021

According to the changes, the term of full insurance of all protected deposits by the relevant banks has been extended until 5 April 2021 (previously it was 04.03.2020).
Legal Act: Decree on Amendments to the Procedure for the Formation, Management and Use of the Fund to Support the Fight Against Coronavirus

According to the amendments, the duration of the Coronavirus Support Fund, instigated to provide financial support for activities aimed at combating coronavirus infection, has been extended until 31 December 2021 (previously it was 31 December 2020).

According to the changes:
- Violation of the quarantine regime, officials are fined up to 5,000 AZN (previously it was 4.000 AZN), whereas legal entities -are fined up to 11,000 AZN (previously it was 5.000 AZN)
- The amount of the fine for violation of the rules related to the use of personal protective equipment has been increased to 300 AZN for officials and 600 AZN for legal entities (amount of the fine provided for the repeated commission of this offense has been increased to 600 manats for officials and 1200 AZN for legal entities)

The effective date of the provisions concerning disputes arising from commercial, as well as family and labor relations has been extended until 1 July 2021 (previously it was 1 January 2021).
Legal Act: Order on measures for the implementation of a pilot project for the construction of a wind farm with a capacity of 240 MW

In accordance with the Decree, in order to ensure the implementation of a pilot project for the construction of a wind farm with an installed capacity of 240 MW, the following is envisaged:
- “Investment Agreement”, “Energy purchase and sale agreement”, “Network connection agreement”, “Land lease agreement”, “Direct agreement”, “Independent engineering agreement” are signed and submitted to the President of the Republic of Azerbaijan
- Conversion of lands into the appropriate categories and their transfer for permanent use to the Ministry of Energy with the right to lease state lands in these territories
- The wind farm is connected to the transmission network at the appointed time and with the specified parameters, and in this regard, other administrative and technical issues are implemented
Legal Act: Law on the subsistence minimum in the Republic of Azerbaijan for 2021

According to the law, the subsistence minimum for 2021 across the country is set at 196 AZN, for the working-age population - 207 AZN, for pensioners - 162 AZN, for children - 175 AZN.

According to the changes, the following items are prohibited to be imported, produced, sold, or transferred to consumers through trade, catering, and other services:
- From 1 January 2021 - plastic bags up to 15 microns thick; and
- From 1 July 2021 - disposable plastic mixing sticks, forks, spoons, knives, plates, and cups
For violation of these requirements, the Code of Administrative Offenses establishes fines for officials in the amount of up to 1.000-1.500 AZN, and for legal entities up to 3.000-4.000 AZN.

According to the changes:
- Issues related to compulsory health insurance are added to the rights of the employee and, accordingly, the obligations of the employer
- The Labor Code (“Code”) added to article 307-1 "Compulsory health insurance for employees", requiring compulsory health insurance for every employee
- The word “social” has been removed from the titles of Section XII (Social Insurance of Employees) and Chapter Forty-Six (Regulation of Social Insurance of Employees) of the Code
