Support to Development of Special Economic Zones in Azerbaijan

The project is implemented under EU Grant on “Support for the development of the regions”.

The overall objective of the project is to improve business environment and increase opportunities in the rural areas for the potential entrepreneurs.

The project aims at assisting the Ministry of Economy in the development of policies, legal and regulatory environment pertaining to special economic zones (industrial cities and business incubators).

The project aims at development of policies and tools (KPIs) for measuring the success of industrial cities/business incubators and their residents, i.e. start-ups and MSMEs, preparation of procedures for determination of economic sectors which have clustering potential, providing guidance on conducting feasibility study and cost-benefit analysis for selected industrial cities/business incubators as well as on distribution of industrial enterprises in various economic regions, conducting capacity building and awareness raising for the Ministry of Economy.
