Developing Azerbaijan’s legal and regulatory framework in renewable energy (RE)

This project was implemented under European Union Grant Program to help the Ministry of Energy of Azerbaijan to create mechanisms that would remove the barriers to RE investment by making the current legislative framework fit for purpose in order to give project developers, particularly from the private sector, sufficient comfort to move ahead with the development of RE projects.

The overall objective of the contract is to increase energy generation from sustainable and green sources.

The specific objectives of the assignment are to create a legislative framework that would foster bankable RE investments in Azerbaijan as well as increase energy outputs from renewable sources. It is expected that an increasing share of RE outputs will free volumes of natural gas currently used for thermal power generation and this natural gas will be usd instead for export as a natural resource.
