AMENDMENTS TO THE SECONDMENT RULES RESOLUTION

Amendments to the secondment rules resolution

   Changes dated 27 September 2024 were made to the Secondment Rules - please find below a summary:

   If the days on which an employee departs for and returns from the secondment are considered non-working days (such as holidays, voting days, etc.), an employee worked on those days will receive payment or, instead of payment, a day (or days) off.

For internal secondments (within Azerbaijan):

  • 70% of the per diem allowance is allocated for accommodation expenses, 25% for daily meal expenses, and 5% for local transportation, communication, and other service-related costs.
  • If an inviting party provides both accommodation and meals to a seconded employee, 5% of the per diem allowance is paid to an employee.
  • If an inviting party only provides accommodation, 30% of the per diem allowance is paid to an employee.
  • If an inviting party provides only meals, 75% of the per diem allowance is paid to an employee.

 

For secondments outside of Azerbaijan:

  • 60% of the per diem allowance is allocated for accommodation expenses, 35% for daily meal expenses, and 5% for local transportation, communication, and other service-related costs.
  • If an inviting party provides only accommodation, 40% of the per diem allowance is paid to an employee.
  • If an inviting party provides only meals, 65% of the per diem allowance is paid to an employee.
  • If an inviting party provides both accommodation and meals, 5% of the per diem allowance is paid to an employee.
  • If an inviting party covers accommodation costs and daily expenses (meals, local transportation, communication, and other service-related costs), and the amount paid to an employee is less than the per diem allowance, the difference is paid to an employee.
  • If an inviting party provides meals and only pays for accommodation, and the amount paid to an employee is less than 60% of the per diem allowance, the difference and an additional 5% of the per diem allowance are paid to an employee.
  • If an inviting party provides accommodation and only pays for meals, and the amount paid to an employee is less than 35% of the per diem allowance for one day, the difference and an additional 5% of the per diem allowance are paid to an employee.
